Putnam County is part of the 9th Judicial District, which covers a large section of the Hudson Valley. It shares the district with Westchester, Dutchess, Orange, and Rockland counties. Supreme Court handles civil cases over $25,000, matrimonial actions, and other major litigation. County Court takes felony criminal cases and civil disputes up to $25,000.

Despite being a small county, Putnam is close to New York City and has a commuter population. Court filings can cover a wide range of matters. The clerk's office handles the record keeping for both Supreme Court and County Court cases filed locally.

Putnam County has no city courts. All local matters go through town courts. Carmel Town Court is the busiest since Carmel is the county seat. Other towns like Kent, Patterson, Philipstown, Putnam Valley, and Southeast each have their own town courts too.

Town courts handle traffic tickets, code violations, misdemeanor criminal cases, civil disputes up to $15,000, and small claims up to $5,000. Each town court has its own justice and clerk. Records from these courts are kept at the court, not with the County Clerk. If you need records from a specific town court case, contact that court directly.

Felony cases that start in a town court move to County Court after the grand jury process. The town court keeps the early records. County Court takes over from there. For a complete picture of a felony case in Putnam County, you may need to check both.

Matrimonial records in Supreme Court are also restricted. Only the divorcing parties and their lawyers can view the case file. This is a statewide rule under the Domestic Relations Law.

Court Records Access and Privacy

Putnam County court records are presumed public. Judiciary Law Section 255 requires clerks to maintain records and allow public inspection. You do not need a reason. Walk in and ask to see a file.

Sealed criminal records are the main barrier. Under CPL 160.50, cases that end in dismissal or acquittal are sealed automatically. They disappear from public databases. The Clean Slate Act allows sealing of some older convictions too. Family Court records and matrimonial files have their own access limits.

To challenge a denial, use a CPLR Article 78 proceeding. File in Supreme Court within four months of the denial. The custodian must show a valid reason for blocking access.
